These kind of problems occur because of frequent movement of
Users between the Org Units .
There is no way we can find this in advance .
It can be fixed once we know which user is corrupted .
To avoid this kind of issue
there should not be frequent movement
of users from one Org to another.
You can try the same procedure with other corrupted users .
This should resolve the issue .
